Chapter 1—How the Policy
Process Works in Maine
Explains the legislative process, the state budget process, the
Governor's role and the administrative rulemaking process.
Is a primer of strategies to help citizens influence decision-makers
at all levels of government.
Describes the state agencies (or particular sections of agencies)
that have significant roles in natural resource policy, regulation
and management. For each agency, the chapter provides contact and
staffing information, statutory and web references, a description
of the entity's purpose, organizational structure and current program.
Continues the informational descriptions. The chapter features
three state boards or commissions whose work focuses on environmental
issues: the Board of Environmental Protection, the Board of Pesticides
Control, and the Land Use Regulation Commission.
Provides the same kind of information for other entities created
over the years to address certain natural resource issues. Some
of the entities are completely independent from state government.
